I have a related question
I tried to upgrade from 21 to 21.1 using the update manager. There were some errors about
unable to access repositories, so I tried to abort the upgrade. Now when I try to start it again
it seems to think the upgrade has already been done. The update manager doesn't show
the upgrade. System Information says it is Linux Mint 21.1 Vera which it can't be since the
upgrade was not done.

Please do not cross post. If you need help then please start your own thread. Your problem is unrelated to the OP question. Try the following if you have a timeshift snapshot.
Boot into your live session usb and do a timeshift system restore, it will return your system to the latest working system.
You should refrain from aborting an upgrade as you may well bork the system, and make in unbootable.

Since the system is working, just confused about its own version, I think I'll just
leave it as is and wait for the next update.
I was hoping there was some file containing the "21.1" that could just be removed or edited so
the upgrade could be started over.

There is no next update if you do not have this one working properly.
Please open the System Reports app and click the System Information tab on the left. Your computer's information should come up in the right pane. Then click Copy, and paste the results into a reply window here so we can see how Linux Mint views your hardware.

This looks to me like your update happened. Not only is it showing as Linux Mint 21.1, but you also have the Cinnamon 5.6.5 which is only available in LM21.1.
You also have the vera repo.

Well I assumed it had failed because there were those error messages about repositories that could not be
contacted and I tried to kill the updater and there was not very much time expended. Maybe it went on in the
background. Now I just tried running the update manager and told it to refresh and here is what has come
back so far.

The repository may no longer be available or could not be contacted because of network problems. If available an older version of the failed index will be used. Otherwise the repository will be ignored. Check your network connection and ensure the repository address in the preferences is correct.
The repository 'http://us.archive.ubuntu.com/ubuntu yakkety Release' does not have a Release file.Updating from such a repository can't be done securely, and is therefore disabled by default.See apt-secure(8) manpage for repository creation and user configuration details.GPG error: http://security.ubuntu.com/ubuntu xenial-security InRelease: The following signatures couldn't be verified because the public key is not available: NO_PUBKEY 40976EAF437D05B5 NO_PUBKEY 3B4FE6ACC0B21F32The repository 'http://security.ubuntu.com/ubuntu xenial-security InRelease' is not signed.

This means the process is not stopped.
yakkety was Ubuntu 16.10 and it is the first active repo in the list above. xenial was Ubuntu 16.04 and it is the second active repo in your list above.
