During the upgrade, in the process of checking and fixing the package repositories, the Software Sources window is displayed. At that point the upgrade hangs. See the attached screenshot.

You put in your title you were upgrading to LM21.1, but you can not do that directly from LM20.3.
It appears there is a problem it is not able to fix. It's not hanging there; it appears to be repeatedly trying.
Did you make sure you had run all updates for LM20.3 before attempting to upgrade to LM21? I think the last update to the repository was for Firefox 111.0 last week. (There were also base-files updates last week.)
I just went to the code and that error message would come in the section # Check up-to-date-ness on Mint mirror. I'm not well versed in that code and can not tell if it is just looping through every package and that is why you are getting the repeat messages or there is another issue.
I suggest letting it run for a while and see if it finishes that step. Or you can try a different repository although that message does not look like an error to me so it might do that on another repository as well.
Maybe someone who has run the upgrade will remember what happened at this step.
When attempting to select a mirror for Base repositories in the Update Manager, all those that give any indication indicate "Unreachable". I suspect this relates to the problem of the upgrade. Did a reset of the repositories in the Update Manager and then a fresh update and upgrade. No change. Still all Base repositories are unreachable. Running mtr shows the following. Any suggestions?

I would think it does. I just checked on my Una and I'm not getting anything for Base (focal). For Main (una), I'm getting Linux Mint as Unreachable and the current mirror have has set is 0kb/s.
I will see what I can find out and get back to you.
In desperation, I did a new install of LM 21.1. That has fixed my problem with the Update Manager. It is now working well. But, of course, this has resulted in a new set of problems, which I will raise in a separate post. Thanks.
When I said, problems with the Update Manager, I was referring to the fact that the repositories were unreachable. In addition to the Update Manager problem, I was all of a sudden unable to get automatic mounting of any USB drive, and I needed to restore my computer to functioning. Should I have simply freshly installed LM 20? In retrospect, maybe so. In fact, considering all the problems I have encountered with LM 21.1, that sounds like the thing to do now.

That's not a problem with Update Manager.

Did you try just completely shutting down and restarting your computer? That's one way to fix auto-mounting issues.
Nothing you mentioned is a problem of any significance which would require re-installation. Additionally, you were supposed to take a Timeshift snapshot of your working system before attempting an upgrade. There would be no reason for a fresh install.
