I think this is what you're looking for

Download the zip file here

https://github.com/persiliao/ltk and follow the install instructions in the Readme text file

Yes..that part is in an asian language..you can use your internet browser to right click anywhere on the page, and translate to English and the translation seems to work plenty well enough that the instructions are garbled.

Do not see a zip file.
A lot of files though - Do I download all of them?

Readme file is in language that browser (Firefox/Brave) does not recognize.
Tried both versions of Chinese but neither were translated.

Do you know what language they are in?

The files at the persiliao repository have nothing to do with the Lisp Toolkit that the OP is trying to obtain and install. According to DuckDuckGo translation the first phrase in the Readme reads:
In my work, I often need to configure the server, so I wrote about some of these commonly used gadgets.

Apparently last version of LTK available at Peter Herth's page is 0.981 (~62kB).

Unfortunately I do not know Lisp, and have no idea how the toolkit can be bound to current Lisp installation. Maybe someone else knows more.
