There's another topic - viewtopic.php?hilit=gtkmm&p=2031314&sid ... e6de77a85d - where this question was brought up. The original question was from a few years ago and the answer was that possibly when Mint 21 came up "next year". However, we're now on 21.2, ubuntu has gtkmm 4 packages, and mint still doesn't have it available (at least not where I'm looking).
Any chance of an update on the topic. Please be patient - I'm not a packaging expert. Maybe the packages are available and I just don't know where to look. If this is the case, could someone please tell me how to install them? Do I need to add a repo or something?

It's only available in Ubuntu kinetic or later. (Not 22.04 LTS). You'd have it in Mint with the next release. I don't know if it can be compiled on 22.04 though.
