I've upgraded to 21.3 from 21.2 via the upgrade built into the OS. Seamless process and most of all, I notice the significant performance improvement versus 21.2. Great work Linux mint team. I'm hugely impressed.

It's happening for me with two LM 21.2 systems (laptop and desktop).
Maybe it's still too early to try?

I upgraded on the two laptops, and you know what? I cannot tell the difference between 21.2 and 21.3 which to me, is a great thing! I also cannot tell the difference between Cinnamon 5.8 and 6.0, which also, to me, is wonderful. I like the stability, predictability, and just the level of care and work which has gone into Mint. Home run guys, just a home run!

4 devices updated without any hitches to speak of. All of them were done via System Reports which sensed something that needed my attention.

I tried on the Galago last night, and it would not load the iso the first time, so I re-burned the drive, then it kept crashing on the multimedia codecs part of the installation. So the Galago will stay on POP!_OS for now. The other two systems are running great, I had to restart TLP but other than that just rock solid as always.

it was almost a non-event, except that I forgot to turn off the power down management, moved the mouse, and it continued on to finish

everything is Exactly like it was, the desktop appearance/layout;
shortcuts, and more.

Yes, it does look sharper on a 14" screen and normally I'm not thrilled with a smaller screen.
I also like the new pointer it's not an arrow, just the point and is more eye pleasing.

Low stress, low effort, uneventful upgrade here. Haven't used it enough to be completely certain but so far all is well. KDE Connect is working. Have a libreoffice jammy PPA and my libreoffice 7.6.4.1 is working fine. Didn't touch any of that before the upgrade and nothing appears to have been hurt by it.
There is part of me that is just a little angry and I would be very angry had I not so fully moved on. I remember when I used to look forward to the latest MacOS upgrade. After waiting a few days and monitoring the chat, like I did here, I would have a low stress low effort upgrade experience. Went through many years after that where I would put off the upgrade as long as possible and only do it when it became necessary. The fact that a small team can make the user expereience so much better than the worlds largest corporation kind of makes me angry. The big guys certainly are capable. I remember when they did indeed produce a quality product that respected their end users. From my perspective it seems like all they do these days is acquire larger and larger shares of resources.
