I'm not actually sure what these mean though. Is it fixed or not? No mention in the list below of nvidia-driver 525-147-05-04~deb12u1 being fixed which is what I am seeing in the repo.As a result, the nVidia kernel modules cannot be built via DKMS at
installation time for the updated kernel. This issue could not be resolved
in time for the release of Debian 12.5.

After installing latest updates for nvidia drivers through linux mint update manager I tried to install this kernel and it was a success on my HP Envy laptop.

I also install the new available nvidia driver update. Used the Update Manager. My kernel appears to have updated automatically during the process. I checked using System Info.

If anyone after going back to 6.1.0.17 removed 6.1.0-18 and ran sudo apt autoremove,
they need to execute sudo apt install linux-image-64 linux-headers-amd64 to get back the kernel update and build nvidia kernel module for the latest kernel now that the nvidia-driver update that is solving this problem has been made available.

There's a typo in your command.
Should be:
sudo apt install linux-image-amd64 linux-headers-amd64
Should be:
sudo apt install linux-image-amd64 linux-headers-amd64

I had removed 6.1.0-18, then removed anything nvidia* and then reinstalled 6.1.0-18. Once I heard about the new nvidia-driver update, I reinstalled that, and rebooted. I then had to to get the it completely fixed.
Seems to be working fine now.
